That info is not about the lack of the polar vortex per se, but the jet stream, the SSTs and the polar vortex are all affected during low solar activity.
Conceptually right Jay.
A rough concept is to think of Earths atmosphere as a balloon.
With more solar activity and relatively low density high cloud cover, the Hadley Cell, Ferrel Cell, Polar cell, and the outer atmosphere can be thought of as a tight balloon.
With less solar activity and more high cloud cover the atmosphere can be considered a partially deflated ballon, which allows the solar vortex to break out.
This is an over simplification but foundational.
One must also consider the geothermal activity at tectonic plate interface.
Seafloor volcanism and activity increases sea surface temperatures which warms the atmosphere.
